1. Introduction

Purpose: This manual defines the policies, procedures, and standards governing the TCC Library. It guides students, faculty, and staff in the responsible use of resources and ensures compliance with ATESEA accreditation requirements.

Library Role: The Library serves as the academic and spiritual hub of the College—supporting teaching, research, and formation across Theology and Liberal Arts Programs.

Development: Established in 2000, the Library now houses 9,388 English, 1,325 Myanmar, and 414 Chin/Zolai titles, managed through Koha automation with 8 research computers and GDTL access.

2. Vision, Mission, and Goals

Vision: To be an excellent theological and academic information center that forms servant leaders for church and society.

Mission: To provide high-quality print and digital resources, services, and training that promote academic excellence and spiritual formation in harmony with TCC’s vision.

  • Support all TCC programs with relevant multilingual resources.
  • Promote information literacy and ethical research.
  • Strengthen governance, staffing, and ICT systems.
  • Expand and preserve collections.
  • Implement KPI-based evaluation and annual reporting.

3. Governance and Administration

The Library is overseen by the Library Committee chaired by the Principal, including the Librarian, Library Staff, Academic Dean, and a Student Representative.

4. Library Staff and Duties

  • Librarian: Policy implementation, planning, cataloging, user education, and reporting.
  • Library Staff: Circulation, shelving, inventory, OPAC/GDTL assistance.
  • Student Assistant: Circulation support, shelf reading, event setup.
  • Professional Development: Annual Koha & digital literacy training; TED/ATEM/ATESEA programs.

5. Collection Development Policy

Selection, acquisition, gifts, weeding, and preservation are based on relevance, quality, and cost.

Priority Areas: Biblical, Ecumenical, Contextual, Practical, Myanmar Christianity, Chin/Zomi Studies, Social Health, and TCC Archives.

6. Cataloging and Classification Policy

The Library uses the Dewey Decimal Classification (DDC) system and AACR2 / RDA standards. Koha provides full OPAC access.

8. Budget and Finance

  • 5% of the annual College budget supports the Library.
  • Allocation: Facilities 30%, Books 20%, Journals 20%, Preservation 10%, Training 20%.
  • Financial Controls: Three-quote rule, accession-invoice matching, quarterly review by Library Committee.

9. Facilities and Equipment

Fully air-conditioned reading rooms (40 seats), 8 computers, photocopier, and archives with safety and accessibility features.

10. Services

  • Borrowing, reference, orientation, photocopying, and research help.
  • Information literacy workshops each semester.

12–18. Policies, Ethics, and Plans

  • Fines: MMK 1,000/day per book; lost books replaced or compensated ×3 cost.
  • Copyright: Reproduction limited to 10% or one chapter; sharing digital content prohibited.
  • Academic Integrity: Turnitin encouraged for research submissions.
  • Monitoring (KPI): Tracks acquisitions, usage, satisfaction, and training hours.
  • Disaster Plan: Covers fire, theft, flood, electrical risks.
  • Staff Ethics: Confidentiality, neutrality, and integrity required.
  • Development (2025–2030): Expand to 15,000 titles, strengthen Koha, build digital archives.
